A relatively short sentence but one that nearly carries the whole article. What you described is very much the same outside of San Fran or the US. Ironically, in some coffee shops in Japan, a country known more for soft pressure in contrast to direct in-the-face rules, I've seen shop signs bluntly spelling out a 2-hour rule. Drink, eat, and leave. Business is business, but I never went back to those businesses.
